Job Description
IMCO is seeking a highly motivated and experienced Estimation Engineer to support the
company within the UAE and regional power infrastructure market. The successful candidate
will be responsible for preparing accurate and competitive cost estimates and tender
submissions for projects involving Overhead Transmission Lines (OHL), Live Line
Maintenance Works, Substations, Distribution Networks, Underground Cabling, and Electrical
Infrastructure Projects.
The role requires extensive knowledge of the UAE utility market, including local authority
requirements, EPC contracting practices, vendor sourcing, and construction methodologies
applicable to power transmission and distribution projects.
Key Responsibilities:
Tendering & Estimation
Review tender documents, drawings, specifications, BOQs, and contractual requirements.
Attend pre-tender meetings with clients / main contractors to obtain input on tender, seeking
clarifications on techno-commercial matters, and participate in site visits to enhance
awareness of work activity.
Assist project execution team with clarifications on techno-commercial matters as required.
Develop material take-offs, labor calculations, equipment requirements, and subcontractor
cost evaluations.
Prepare Bill of Quantity referring to technical specifications, drawings and prepare / float
Request for Quotation.
Obtain quotations from suppliers and subcontractors and conduct commercial comparisons.
Estimate project direct and indirect cost including manpower, equipment, tools and testing
equipment, temporary site facilities, transportation cost etc. for pricing.
Carry out pre-bid design and engineering estimate for completion of overall estimation
process.
Prepare pricing summery sheet and forward it to Head of Estimation Department for markup.
Job Description: ESTIMATION ENGINEER
Coordinate with engineering, planning, HSE, procurement, construction, etc. teams during
bid preparation.
Identify project risks and opportunities during the estimation stage and recommend mitigation
measures.
Prepare comprehensive techno-commercial proposal and tender submissions to client/
contractor upon approval from Manager, Estimation & Proposals.
Prepare tender high level and key area of attention presentation for execution team and other
concerned team for information after award of contract.
Perform any other duty requested by the Executive Director.
Commercial & Contractual Responsibilities
Analyze contract conditions and identify commercial risks.
Prepare cash flow projections, costing summaries, and management approval
documentation.
Participate in value engineering initiatives to optimize project costs.
Support contract negotiations and bid clarifications when required.
Maintain historical cost databases and lessons learned for future estimates.
Market Intelligence
Monitor UAE market pricing trends for materials, manpower, equipment, and subcontracting
services.
Maintain professional relationships with key suppliers, manufacturers, and subcontractors.
Track utility authority requirements and emerging industry opportunities.

Bachelor’s Degree in Electrical Engineering.
Minimum 5-8 years of estimating experience, with at least 3-5 years in
the UAE market.
Proven experience in power and utility projects within the UAE and
GCC region.
Demonstrated experience in estimating:
o Overhead Transmission Line (OHL) Projects.
o Live Line Maintenance Projects.
o Electrical Substations.
o Distribution Network Projects.
o Underground Cable Works.
o Utility Infrastructure Projects.
Experience of working with utility clients and authorities such as:
o DEWA
o TAQA
o Etihad Water & Electricity (EWE)
o SEWA
o OETC
o Other GCC utilities
Exposure to Oil & Gas sector – ADNOC projects are preferable.
Knowledge of Design & Engineering will be an added advantage.
Computer literate with proficiency in MS Office Applications
Technical Competencies
Strong understanding of transmission and distribution systems.
Knowledge of substation construction methodologies and equipment.
Familiarity with live line technologies and maintenance practices.
Ability to interpret IFC, tender, and engineering drawings.
Proficient in preparing BOQs and quantity take-offs.
Strong commercial awareness and cost analysis skills.
Experience with estimation software and Microsoft Office applications.
Knowledge of international standards including IEC, IEEE, and utility
specifications.
